Accounting Specialist I

ESSENTIAL FUNCTION
Deposit, post and balance receivables on a daily basis on the CAPS (Collection Automated Processing System) and DFM (Default Funds Management)/EAGLE systems. Post payment corrections and/or balance adjustments to borrower payment histories.
RESPONSIBILITIES AND DUTIES
- Query the CAPS/EAGLE systems to determine relevant information for posting payments.
- Update Deposit Database with account demographics.
- Post receivables to CAPS/EAGLE systems.
- Forward applicable correspondence to the Recoveries department.
- Reconcile DFM Funds Received and Suspended Transactions reports to the Daily Deposit.
- Complete “CAPS Payment” and “CAPS Mirror EAGLE” corrections, making necessary balance adjustments and memo notations to CAPS.
- Maintain on a daily basis the “CAPS Adjustment” spreadsheet.
- Review and process weekly “CAPS/EAGLE Balance Adjustments Acknowledgement” report.
- Process weekly consolidation report and create payables.
- Process weekly insufficient funds.
- Maintain and order Accounting department office supplies.
- Provide backup support for the EAGLE cashier as needed.
- Assist other Accounting staff as needed.
POSITION QUALIFICATIONS
High school diploma or GED, plus a minimum of three (3) years of general accounting experience or equivalent education in the accounting field. Strong data entry and 10-key skills required. Accounts receivable experience necessary as well as good organizational and communication skills. Microsoft Office experience with a good working knowledge of MS Excel and Word. Database and Docu-Analyzer Application experience desirable. Must be able to work in a high volume area and have the ability to meet strict deadlines with attention to detail and accuracy. An excellent attendance record is required.

Administrative Wage Garnishment Supervisor

ESSENTIAL FUNCTION
Oversee all activities pertaining to the Administrative Wage Garnishment (AWG) staff of the OGSLP Recoveries Department to insure that federal regulations are being met and collection objectives are being achieved. Resolve issues and give directions to the AWG staff. Prepare for, attend and represent the agency in AWG administrative hearings. Participate as a member of the OGSLP management team.
RESPONSIBILITIES AND DUTIES
- Supervise and coordinate workflow of the AWG staff.
- Responsible for performance appraisals, and recommendations concerning advancement,
and other employee status changes. - Ensure agency compliance with all procedural and regulatory requirements pertaining to AWG.
- Maintain knowledge of Federal regulations that govern defaulted student loans and assist with development and implementation of updates to agency AWG procedures.
- Oversee AWG activity for all collection vendors.
- Coordinate with legal counsel to ensure employer compliance with OWE.
- Oversee responses to borrower and employer inquires via telephone or mail.
- Oversee preparation all necessary documentation and pleadings related to administrative hearings.
- Perform other similar duties as assigned.
POSITION QUALIFICATIONS
Bachelor’s degree preferred or (3) three years of experience in supervisory positions or an equivalent combination of post-secondary education in management and related work experience. Experience in a FFELP collections environment and knowledge of AWG processes preferred. Must have effective oral and written communication skills; be self-motivated and have the ability to work independently; and be able to plan and organize work. Candidate should be able to perceive and analyze problems, develop alternatives and make or recommend sound decisions. Multi- tasking and project management skills are critical due to heavy work loads.

Responsible for agency-wide administration of all accounting and financial reporting policies, including the proper processing and recording of financial transactions, the preparation of all official financial reports, the establishment and maintenance of internal control systems to ensure compliance with constitutional and statutory assignments; responsible for accounts payable and receivable, recommending and instituting appropriate fiscal policies and procedures, and monitoring budget performance. Communicate with borrowers via telephone calls initiated by the auto-dialer to collect on defaulted loans and to counsel and inform borrowers about repayment options. Participate in other OGSLP call campaigns as developed.
RESPONSIBILITIES AND DUTIES
- Communicate with Recoveries borrowers through outgoing telephone calls initiated by the auto-dialer.
- Initiate contact with Recoveries borrowers to collect on defaulted loans.
- Counsel and advise Recoveries borrowers of the consequences and available repayment options for defaulted loans.

POSITION QUALIFICATIONS

Coordinator - Academic Affairs Projects

ESSENTIAL FUNCTION
Provides administrative support in Academic Affairs, coordinates projects, writes and edits extensively, provides support on policy interpretation and revision, monitors and reports on state and private accredited institutions.
RESPONSIBILITIES AND DUTIES
- Respond to academic policy inquiries from parents, student, administrators, etc.
- Monitor the accreditation status of state, private, and out-of-state colleges and universities by reviewing evaluation reports. Maintain an accurate list of accredited institutions.
- Identify institutions that are experiencing difficulties with accreditation for closer monitoring.
- Prepare an annual report on the status of accredited institutions in the state.
- Conduct literature review, survey, and research issues related to academic policy and draft, track, and assimilate policy revisions and procedures.
- Coordinate and maintain the official version of Chapter 3 and the Academic Policy Handbook Procedures. This includes responsibility for the editing and accuracy of the documents, communication to internal and external entities when changes are finalized by State Regents’ approval, and the posting of these documents on the State Regents’ web site.
- Monitor and analyze annual policy exceptions to determine if policy changes are necessary.
- Maintain and update the policy interpretation database.
- Make presentations on academic policy as requested.
- Initiate an annual review of institutional diplomas.
- Handle Electronic Campus inquiries and process institutional approvals.
- Assist with development of electronic media and distance learning policy related to teaching and learning.
- Draft/edit correspondence and reports including policy exceptions, agenda follow-up, and other correspondence as assigned.
- Track policy exception requirements approved by the State Regents that require follow-up action or monitoring.
- Initiate an annual report of Guidelines of High School courses that meet college admission.
- Review externally prepared documents and prepare summaries and analysis.
- Create documents, graphs, charts, presentations, and other items as appropriate.

POSITION QUALIFICATIONS
Bachelor's degree and five (5) years related experience required. Successful applicant must have the following skills and attributes: proven analytical ability, detail oriented, problem solving, organized, strong technical writing, interpersonal and computer software (MS Word, Excel, PowerPoint). Must be able to perform in a high-volume work environment and meet deadlines as assigned. Some overtime may be required.

- Advise the Oklahoma Department of Commerce (ODOC) and businesses on higher education capabilities and resources.
- Coordinate business attraction projects with the Chancellor and higher education institutions.
- Function as part of the expansion, retention, and attraction teams in the Business Location and Business Solutions divisions at the ODOC.
- Advise on target industries, strategy, and sales approaches.
- Create data displays and data category templates for frequently used information.
- Coordinate and compile adhoc data requests of ODOC and other chambers of commerce.
- Expand higher education institutions’ participation in regional workforce development projects.
- Engage higher education experts in targeted industry efforts including existing industry focus, lead development, and prospect proposals.

Network Technician I

ESSENTIAL FUNCTION
This individual will provide field network technical support through OneNet Statewide Network. This individual will be responsible for set up of new clients on the network as well as provide technical support for existing clients and perform maintenance tasks on network equipment.
RESPONSIBILITIES AND DUTIES
- Cable installation, connecting 56Kb, T1, DS-3 and Ethernet circuits to bring new clients online.
- Telnet connections to Cisco Routers to verify circuit and port status.
- Assist clients with circuit connectivity and equipment configuration.
- Perform preventative maintenance on CSU, computers, routers and lightwave equipment.
- Assists the team effort to monitor the statewide network around the clock.
- Coordinate with telephone companies to troubleshoot problems with client circuits.
- Assisting with configuration, management, and upgrades to software and hardware at hub sites.
- Perform outside plant cable locates in unimproved, rough terrain as needed.
- Other similar duties as assigned.
QUALIFICATIONS
High school diploma or GED required. Two (2) years college-level courses preferred. Excellent oral and written communication skills required. Ability to communicate and interact effectively with clients on the telephone and in-person required. Must hold a valid Oklahoma driver’s license. Some nighttime travel required.

The ability to perform cable locates in rough, unimproved terrain is required. Some extended hours including evenings and weekends for emergency maintenance is required.
Knowledge of basic electronics and telecommunications preferred. Working experience with Local Area Networks, Wide Area Networks and the telephone industry highly preferred. An understanding of TCP/IP communications preferred. The employee must be available by phone before, after and during regular office hours and must provide his/her own cell phone and cell phone service.

This individual is responsible for establishing new customer circuits on the OneNet network as well as servicing their ongoing bandwidth needs. In addition, this individual will assist in the auditing and reconciliation of monthly telecommunications invoices.
RESPONSIBILITIES AND DUTIES
- Responsible for working with vendors to generate provisioning orders specific to new circuits as well as any changes, moves or disconnects.
- Monitor and resolve issues on pending orders.
- Collaborate with OneNet network engineers during the installation, testing, and troubleshooting of circuits and connectivity.
- Coordinate and administer the customer circuit database.
- Assist in the auditing and reconciliation of monthly telecommunications invoices.
- Assist customers with technical support and customer service-related questions.
- Maintain accounting of OneNet customer connects and disconnects.
- Develop various reports and spreadsheets related to OneNet customers and circuits.
- Update OneNet staff weekly on all circuit orders and disconnects processed.
- Undertake special projects as necessary.
POSITION QUALIFICATIONS
Associates degree and three (3) years of related experience or an equivalent combination of education and related experience preferred. Must have excellent oral and written communication skills and the ability to maintain a high degree of interaction with customers. Familiarity within commercial telecommunications companies and strong customer service experience is highly preferred. Must be detail oriented and possess excellent problem solving skills. Experience in Microsoft Windows and Microsoft Office products required.

POSITION QUALIFICATIONS
High school diploma or GED and two (2) years post-secondary education or equivalent combination of post-secondary education and job-related experience required. Good data entry skills and ten-key by touch preferred. Computer experience using word processing and spreadsheets is highly desirable (MS Word, Excel). Applicant must have attention to detail with good organizational skills with the ability to prioritize, ability to complete work with very little supervision in a high production atmosphere and work effectively with all levels of personnel.

This position performs work under the supervision of the OGSLP Recoveries Manager.

Trainer/Coordinator - GEAR UP (2 vacancies)

ESSENTIAL FUNCTION
Serve as one of four Trainer/Coordinators in the State Regents’ state-level GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) program, a federally funded program aimed at early college awareness and preparation. In cooperation with other Regents’ staff, coordinate day-to-day activities related to the early intervention component of the GEAR UP state grant, especially professional development activities and implementation/administration of school district subgrants. This position will be operationally based at a four-year or two-year higher education institution in the state. This position will require extensive work in the southeastern quadrant of Oklahoma.
RESPONSIBILITIES AND DUTIES
- Coordinate all aspects of early intervention activities with eligible school districts. Early intervention activities include professional development of K-12 teachers, counselors and administrators as well as implementation of school-district level strategies for college readiness.
- Conduct/facilitate professional development activities as assigned.
- Facilitate school district access to State Regents’ programs/initiatives and to GEAR UP partners, their programs and other resources.
- Conduct/facilitate college awareness events for students and parents and community organizations. Includes dissemination of public information about admission requirements, financial aid, planning/preparation for college, career awareness, and counseling resources.
- Pilot new early intervention activities designed to inform potential programmatic strategies. Pilot activities are unique and may be conducted in a variety of school and community settings.
- Assist with the development of GEAR UP partners for program sustainability.
- Assist the State Coordinator in coordinating Oklahoma’s Promise scholarship activities, statewide awareness activities and development of public relations materials and events.
- Assist in coordinating activities for annual statewide GEAR UP meeting.
- Assist with federal reporting activities associated with GEAR UP grant.
- Participate in regularly scheduled meetings with GEAR UP and Regents’ staff.
- Participate in professional development selected to stay abreast of research and developments in education reform efforts.
- Perform other similar duties as assigned.
POSITION QUALIFICATIONS
A bachelor’s degree in education or related discipline with relevant experience required. Preference will be given to candidates that possess a current Oklahoma teaching and/or administrative certificate. Must demonstrate knowledge of K-12 and higher education programs and issues. Must have ability to work independently with excellent organization, communication, and interpersonal skills. Proficiency with word processing, e-mail, presentation and spreadsheet computer software is required. Must be able to conduct Internet research.
Must provide a cellular telephone for work-related activities. Some travel required. This is a field-based position.
