Chief Information Security and Compliance Officer

ESSENTIAL FUNCTION
The Chief Information Security and Compliance Officer (CISCO) is responsible for the design, implementation and testing of all components of the agency's information technology security architecture. The CISCO will establish and enforce the information technology security policies, standards and guidelines for the Oklahoma State Regents and the operational divisions of the Oklahoma Guaranteed Student Loan Program and OneNet. Further, the CISCO will manage the development of enterprise-wide security architectures in consultation with appropriate executive and department-based leadership.
RESPONSIBILITIES AND DUTIES
POSITION QUALIFICATIONS
Bachelor's degree in Computer Science, Management Information Systems or related field required and at least five (5) years progressively responsible information technology experience in a corporate, government or university setting. An equivalent combination of post-secondary education and work-related experience may be considered. Master's degree in Computer Science, Management Information Systems or related field preferred.
A minimum of five (5) years information security experience or equivalent experience in risk mitigation, risk assessment, audit review and risk remediation required. Strong experience in Internet and network security products and platforms, including intrusion detection, incidence response, vulnerability assessments and penetration testing. Thorough understanding of security requirements of ISO 17799:2005 standard for information security management, state and federal statutes and 3rd party security assessments. Strong project management, communication and organizational skills. Proven ability to communicate security-related concepts to technical and non-technical staff. Strong working knowledge of applicable laws and the law enforcement community. Proven ability to work collaboratively across an organization and with peer groups and organizations external to the agency.
Strong experience with business continuity planning, auditing, and contract/vendor negotiation.
One (1) or more of the following industry-standard certifications (Certified Business Continuity Planner/CBCP, Certified Information Systems Security Professional/CISSP, Certified Information Security Manager/CISM or System Security Certified Practitioner/SSCP) is highly desired.
Physical demands include the ability to bend, crouch, stoop, sit and/or lift objects weighing 45 pounds or more. Must use the proper manual equipment including but not limited to dollies, carts and lift team members. Must provide a cellular telephone and service for work-related activities. Must be available after hours as needed.
SUPERVISION
The employee performs work under the joint supervision of the Vice Chancellor for Information Technology and Telecommunications and the office of the General Counsel of the State Regents.

Serve as one of three Project Coordinators in the State Regents’ state-level GEAR UP program, a federally funded program aimed at early college awareness and preparation. In cooperation with other Regents’ staff, coordinate day-to-day activities related to the early intervention component of the GEAR UP state grant, especially efforts in community and faith-based organization (CBO) outreach.

A Bachelor’s or Associate degree with relevant experience is required. Bilingual skills (Spanish) and experience in education or state agency preferred. Must have ability to work independently with excellent organization, communication, and interpersonal skills. Must provide a cellular telephone for work-related activities. A cellular telephone allowance will be included in compensation. Some travel required.

Coordinate all activities in the high schools associated with use of the Oklahoma State Regents for Higher Education (OSRHE) student information portal, OKcollegestart.org., offering professional development activities for school counselors leading to effective use of the portal. The purpose of the portal is to provide a comprehensive, Web-based information system for prospective and current college students, providing a “one-stop-shop” for college planning and preparation.
RESPONSIBILITIES AND DUTIES
POSITION QUALIFICATIONS
A master’s degree in education, school counseling, or related discipline with relevant experience preferred. The successful candidate will show experience coordinating large-scale programs in an educational setting, have excellent project management skills, and demonstrate knowledge of K-12 and higher education programs and issues related to college access. Experience with Web-based training is a plus. Extensive in-state travel is required.

ESSENTIAL FUNCTION
This individual will be responsible for the setup and maintenance of the Oklahoma State Regents’ Web site(s) as well as the coordination, planning and implementation of content. Activities include, but are not limited to, monitoring and analyzing web traffic, planning and implementing scalable Web related systems, recommending hardware and software, backup and recovery tasks to ensure high availability of all sites, and Web content design and implementation. This individual will work in cooperation with Information Systems, OneNet, and the Communications department in the design, maintenance and implementation of Web technologies and content.

POSITION QUALIFICATIONS
College degree preferred, but not required. Excellent oral and written communication skills are required. 2+ years experience of IIS server administration is required. 2+ years experience with Web site maintenance, project management, content development, Web accessibility (Section 508) and standards based web design. 1-2 years working knowledge of Microsoft .NET (VB.NET), Adobe Photoshop, JavaScript, XHTML and CSS is required for development of (X)HTML, DHTML and CSS content. Working knowledge of PHP, Perl, UNIX/Linux based operating systems and procurement as relates to Section 508 of the Rehabilitation Act is preferred. Must provide a cellular telephone, cellular service and home Internet service for work-related activities.
