Brain Gain is the Oklahoma State Regents for Higher Education's ongoing initiative to build Oklahoma through intellectual power. Three key collaborative strategies were established to increase the proportion of Oklahomans

- Work with other state leaders to develop ways to keep more Oklahoma graduates in the state.
- Work with other state leaders to attract college-degree holders from outside the state.
