State Regents Name Higher Education Chief Information Officer

In response to Gov. Mary Fallin’s goal of achieving even greater cost savings through information technology consolidation, the Oklahoma State Regents for Higher Education named Vonley Royal as executive director of OneNet and higher education chief information officer (CIO) during a recent meeting.

Royal has more than 20 years of experience working in the telecommunications field with the State Regents.

The CIO position, housed under the State Regents, will be responsible for the administration of OneNet, Oklahoma’s telecommunications network, and will coordinate with the State Regents’ Council on Information Technology to oversee IT activities, including operation-, network- and security-related systems at each of the state’s public higher education institutions.

“During these times of tight budgets and record enrollments, higher education remains committed to cutting costs and improving efficiencies while providing a top-quality education for students,” said Chancellor Glen D. Johnson. “The creation of a higher education CIO position provides an opportunity for us to continue to work with our colleges and universities to achieve efficiencies by leveraging our higher education assets, coordinating purchasing to cut costs and establishing best practices in our information technology framework. Mr. Royal’s experience in IT and telecommunications will be invaluable to the State Regents and Oklahoma’s higher education institutions as we begin this process.”

The Oklahoma State System of Higher Education has identified $347.3 million in actual and projected cost savings in numerous areas from 2009-13, including $40 million annually in technology costs.

Royal will manage and coordinate the collection and dissemination of information among the institutions to ensure maximum system operations and cost savings. Efficiencies and savings will be achieved through group purchasing, shared services and development of best practices among the institutions.
