Joseph L. Parker, Jr., from Tulsa, Oklahoma, was appointed as an Oklahoma State Regent by Governor Brad Henry in May 2005, serving a nine year term ending in 2014.  In May of 2014, he was reappointed by Governor Mary Fallin for a second nine year term ending in May of 2023.  The Oklahoma State Regents for Higher Education is the constitutional coordinating board for the Oklahoma colleges and universities responsible for allocating state funds and setting admission standards and academic policies.


Regent Parker is chairman of the board for Anchor Stone Co. in Tulsa, a private company engaged in the production of construction aggregates as well as oil and gas.

He currently serves on the boards of the Oklahoma Chapter of the Nature Conservancy and Tulsa Leadership Vision.

A 1969 graduate of the University of Nebraska, Regent Parker earned his Master of Business Administration from the University of Washington in 1971.
