
Anna Dunn serves as the associate vice chancellor of innovation for the Oklahoma State Regents for Higher Education (OSRHE), where she leads statewide initiatives focused on educational innovation, workforce development, artificial intelligence, microcredentials, digital badging, accessibility, and emerging learning technologies. She collaborates with higher education institutions, industry leaders, policymakers, and community partners to develop innovative strategies that strengthen Oklahoma’s talent pipeline and expand opportunities for learners across the state.
A passionate advocate for accessible and learner-centered education, Dunn has spearheaded numerous cross-sector projects that advance competency-based learning, open educational resources, and technology-enabled workforce solutions. Her work centers on building partnerships, fostering innovation, and creating pathways that help Oklahomans succeed in an evolving economy.

Tracey Romano is the manager of academic, online, and workforce development initiatives for the OSRHE. She oversees statewide initiatives including UpskillOK – Oklahoma’s repository for microcredentials – and Open Educational Resources (OER) programs and cofacilitates the Innovation Council. Prior to joining OSRHE in 2022, she spent 12 years at the University of Central Oklahoma, most recently serving as manager of finance and operations. Romano holds degrees in business administration and adult education.

Tisha Bradford, the Reach Higher manager at OSRHE, spearheads the Reach Higher initiative. This initiative aims to assist adult learners who have completed some college with completing their degrees through innovative programs, strategic partnerships, and scholarship opportunities. With nearly eight years of experience in higher education, she is deeply committed to expanding educational access and driving student success throughout Oklahoma.
Beyond her professional endeavors, Bradford is a multifaceted entrepreneur and creative professional. She has appeared in national television shows, films, and commercial productions and lends her voice to commercial and voiceover projects, infusing creativity and energy into every project she undertakes.

Xavier Hurtado serves as a staff assistant III at OSRHE. He holds a bachelor’s degree in organizational leadership with a minor in mass communications from the University of Central Oklahoma and is committed to supporting initiatives that strengthen higher education across Oklahoma.
